Do you have a fortran compiler that you want to use?

Is it a windows-based compiler?

Or are you using something like Cygwin?

If you are using cygwin, you can build from source, just as with Unix.

If you are using a Windows fortran compiler, get this .ZIP file and unpack it 
in c:\system\win32

ftp://ftp.unidata.ucar.edu/pub/netcdf/contrib/win32/netcdf-3.5.1-win32dll.zip
