Sorry, this seems to be a PGI problem, not a netCDF problem. I suggest
you contact them and ask what they are doing to the install utility to
break it.

In terms of netcdf, just copy the libnetcdf.a file to some useful
place (like /usr/local/lib) and the header file netcdf.h to some other
useful place (like /usr/local/install), and the utilities, ncdump and
ncgen, somewhere else (like /usr/local/bin) and that should allow you to
use netCDF.
