I'm afraid that the netCDF distribution is too large to reliably email.
If you can't get it from

    ftp://ftp.unidata.ucar.edu/pub/netcdf/netcdf.tar.Z

then try the mirror site at

    ftp://www.gfd-dennou.org/arch/netcdf/unidata-mirror/
