This is not good.

I don't recall having seen this error before. On thing, though, the
make(1) should not have tried to remake the ncdump(1) utility; that was
done in the previous "make" step.
Due to the clock skew and the above error, I suggest that you start from
scratch:
1. Go to the top-level source directory.
2. Perform steps 3 through 9 described near the end of the file
INSTALL.html.
Please let me know what you discover.
