Yes.

Yes.

Try using FTP directly. I just downloaded the file to a non-Unidata
machine using:

ftp ftp.unidata.ucar.edu
  <user> anonymous
  <pass> my email address
  cd pub/netcdf
  binary
  get netcdf.ZIP
  quit
