Motomitsu,

Even though the netCDF HomePage seems to indicate that the binary
only works on Windows 95/98/NT, it will also work under Windows 2000
and XP.

It may be easier for you, therefore, to use the binary distribution
instead of building from source.  Please let us know if you can not
use the binary distribution for some reason.
