I just tried downloading it, and it seems fine:

Make sure your browser is not trying to interpret the jar file as
something it should load an applet from.  With Mozilla or Netscape,
this means use mouse-button 3 on the link and pick "Save link target
as ..." from the resulting pop-up menu.
