No, ncrcat is part of Charlie Zender's NCO package, which is described
at

    http://www.unidata.ucar.edu/packages/netcdf/software.html#NCO

Information on the NCO package may be found at

    http://nco.sourceforge.net/

I don't know anything about "nc2test", except that it's not part of
the netCDF package.
