Try 

  ftp://ftp.jasco.co.jp/pub/NetCDF/netcdf-3.4-win32.tar.gz

which contains netcdf.dll.  We don't use visual basic, so we don't
know how to call the DLL routines from visual basic.  Three or four
other users have inquired on the address@hidden mailing
list if anyone knows how to access netCDF from VB, so it's possible
one of them got an answer from someone who knows.  You can see their
postings and email address by using the "visual basic" query to the
search form for the netcdfgroup mailing list at
