I just checked and can't find any problems with the FTP server.  There
was an FTP log entry associated with your access:

that indicated no problem on this end.  Just in the last few hours,

and we've had no other messages about problems with FTP access.

You could try using your web browser to get the file, using the URL:

  ftp://ftp.unidata.ucar.edu/pub/netcdf/netcdf-3.4.tar.Z

or maybe the mirror site in Germany would work better:

  ftp://ftp.dfd.dlr.de/pub/ucar/netcdf/netcdf-3.4.tar.Z

I'm not sure what else to try, if these don't work.
