19990518: Bad link to FAN tar file

This doesn't fail here.  The link we have in place is to the most
current version of the FAN compressed tar file:

Is the fan-2.0.3.tar.Z file invalid?  If so, should we remove it and change
the fan.tar.Z link to be the 1.0.2 version?
