I don't know why the file is empty and I can't recreate it because we
not longer have a BSD/OS 3.0 system.  I have created a binary
distribution for BSD/OS 4.0, however.  It's URL is

    ftp://ftp.unidata.ucar.edu/pub/binary/bsdos_4.0-i386/netcdf.tar.Z
