Re: netcdf version 3.4a

I'd recommend it for general use. We haven't tested it on all the exotics
yet and the new 'performance interfaces' don't yet have fortran wrappers.

I believe steve's mods are in the tar file.
The tar file is Dec 19 and Steve's mods are Dec 3.
