Try
CXXFLAGS='-h char'

Are you using usual ncx.c or the cray specific ncx_cray.c?
(See line 109 in the INSTALL document "There is a separate
implementation of the ncx interface as ncx_cray.c ..."

In any case, this particular problem usually results more from
problems configuring the test program than from problems with the
library. Are there other errors?
