Harvey,

I just tried the attribute changing program on netCDF 3.1a, both without
and with the unnecessary ncredef()/ncendef() pair surrounding the
ncattput() call.  The file was not copied in either case.

So it appears that this unreported bug in netCDF 2.4 is fixed in 
netCDF 3.
