This indicates that configure failed to find the 'acc' compiler.
So configure  set the C compiler to be 'cc', which will not work because 
fan needs an ANSI C compiler.
If you do not have 'acc' (which you would have to buy) then you could use 
the freeware gnu compiler 'gcc'.
