This sort of information is usually contained in the netCDF Frequently Asked
Questions that is accessible by Gopher or a WWW browser (e.g. Mosaic) so
you can get the information online.  If you do not find an entry stating that
netCDF has been ported to OpenVMS there, it has likely not been done (Unidata
does not support VMS or OpenVMS).  An end user site could, however, have 
ported the package so you might want to ask this question to the entire
netcdfgroup email list (address@hidden).
