Greetings! Unfortunately, I am not aware of any way to link netCDF-Java and python (2 or 3) directly. However, often times the THREDDS Data Server can be used to leverage the functionality of netCDF-Java (ability to read several data formats, to understand and use various coordinate systems, aggregate data collections, etc) while exposing the result through a variety of services which are supported in Python (such as cdmremote, OPeNDAP, etc.).
