[netCDFJava #XBL-860979]: netcdfAll can not be used in Modules

Would you mind giving this a try:

https://artifacts.unidata.ucar.edu/repository/unidata-all/edu/ucar/netcdfAll/4.6.14-SNAPSHOT/netcdfAll-4.6.14-20190503.123757-7.jar

That is using a new jj2000 snapshot with those two classes moved to an explicit 
package.
