[netCDFJava #XBV-923348]: Installing NetCDF Plugin For GeoServer - NetCDF-4 C Library is not present

Not sure I understand.
You say:
  I've installed the libnetcdf packages via apt which has installed
  the library files in /usr/lib.
but you also say:
  I've also installed the newest NetCDF library into /usr/local/lib
THis seems contradictory.

In any, case, you need to locate the file libnetcdf.so,
which on linux is going to be either in /usr/local/lib
or /usr/lib.
