[netCDFJava #JCU-683472]: error GRIB : missing template 31

Hello Frederic,

I was able to reproduce the error you are seeing.  It arises because the 
netcdf-java code does not handle template 31.  I have moved your issue over to 
JIRA, our bug tracking system:

I'm not sure why 4.1 might have opened this file, but I will look into it.  It 
is possible that it opened it successfully by circumstance.
