[netCDFJava #HVC-591098]: using netcdf java to convert grib2 to netcdf

Hi again,

I spoke too soon!  A little more research on our end uncovered a bug in how we 
were reading the bytes that describe the GDS template.  When we fixed the bug, 
we get a new error:

"Grid Definition Section 32768 not supported"

So, we'll have to get together an implementation for this grid.
