Specifiying IOServiceProvider in ncml

This is a ncml feature request...

To allow one to serve more native data sources through ncml elements embedded 
in THREDDS, it would be nice if the ncml "netcdf" element had an 
IOServiceProvider attribute that allowed one to specify an IOServiceProvider 
class name to be registered before NetcdfFile.open is called.
