[McIDAS #VEK-481006]: Access to download and use McIDAS

This would be the most straightforward approach since it would clearly
indicate that the intended use is for/by a university.  It should also
be the case that you will be automatically granted access by virtue
of your educational institution affiliation type in your new registration
(meaning that you should indicate that is your affiliation type when
you register!).

No worries.  Sorry for the hassle, but our hands are tied by the license
agreement with UW/SSEC.
