[McIDAS #FVN-341512]: converting netcdf to mcidas area format

I'm not familiar with CDO (other than Collateralized Debt Obligation),
so I can't say.

Hmm... I thought that there was a netCDF plugin for AWIPS II.  Either I am
wrong, or one is in the works somewhere that has not been released yet.
Michael would know better.
