That is one of the XRD programs I included in my v2007 distribution.
All you need to do is:

<as 'mcidas'>
cd mcidas2007/src
make cldtopo.k cldtopo.hlp
ln cldtopo.k ~/bin
ln cldtopo.hlp ~/help
