As mentioned in Rick Kohr's reply to you, the university in Thailand would
be allowed access to Unidata McIDAS (a superset of SSEC's McIDAS distribution).
Our distribution is available free of charge for educational institutions
worldwide. The only thing that your contact at the university needs to
do is register with the Unidata web portal. This can be done online by visiting
our HomePage and clicking on the 'Login' link:

After registration, an email needs to be sent to Unidata User Support
<address@hidden> requesting that the email address of
the user who registered with the portal be added to an 'exceptions list'
for McIDAS access (we immediately grant access to users whose email
address include '.edu' which indicates that they are from a US educational
institution0. We will inform the user that s/he has been approved for
Unidata McIDAS-X download after updating our exceptions
list.
