Hmm...  Yes, I see that when pointed at waldo for RTWXTEXT data
a 'FOUSRTP STC' fails.  When pointed at a different server like
adde.ucar.edu, it succeeds:

It is failing on waldo, but I am not sure why.

I don't know.  I will have to look into what could be happening on
waldo to cause the FOUSRPT failure.
