[LDM #OCY-683651]: pqact crashes

What happens (if anything) if you comment out the EXEC line for the
default 'pqact' invocation?

Change:

EXEC    "pqact"

to:

#EXEC   "pqact"

and then try starting your LDM

Grasping at straws here...
