[LDM #BIG-900661]: Terminated obsolete upstream

LDM 6.12.0 is now available at <http://www.unidata.ucar.edu/software/ldm/>. It 
has the ability to disable the anti-denial-of-service feature by setting the 
LDM registry parameter "/server/enable-anti-DOS" to FALSE. See the CHANGE_LOG 
file for details.

Sorry it took so long. My continuous-delivery pipeline had some holes in it.
