It means that SELINUX is disabled.
A few more things:
5. Verify that ~ldm/logs is either a directory or a symbolic link to
~ldm/var/logs;
6. Verify that the ultimate destination of ~ldm/logs is owned by the LDM
user;
7. verify that ~ldm/bin/hupsyslog is owned by root and setuid.
