Jenny,

We discovered why the LDM on idd.cise-nsf.gov wasn't receiving NOGAPS data and 
fixed it (incorrect ALLOW entry on oliver.unidata.ucar.edu).

I reverted Rainbow's LDM request for NOGAPS data back to idd.cise-nsf.gov.  It 
should work now.
