[LDM #MPT-373238]: Read ldm configuration files

Wilson,

You can cause each pqact(1) process to re-read its configuration-
files via the command "ldmadmin pqactHUP".

You cannot cause the LDM server to re-read its configuration-file
except by restarting the LDM system, which is most conveniently
done via the command "ldmadmin restart".  Unless your LDM is
running way behind, this command will not loose any data.
