[LDM #XBZ-953843]: radar data from Iowa State stopped

This means that an LDM process on your system can't connect to the
top-level LDM server on ldmarchive.agron.iastate.edu because the
connection attempt timed-out.  I just tried it from here and the
same thing occurred.

It is likely that some firewall rule between your system and the
other one has been (re)written so as to discard packets destined
for port 388 on the remote host.  If you can "ldmping" other LDM
servers outside your domain, then the firewall is most likely
somewhere in the iastate.edu domain.

I suggest contacting the LDM user for that upstream host.
