[LDM #IRP-426248]: More problems with dropping files.

You got it.  LDM 6.0.14 relies on completely accurate product-creation
times and products arriving in time-sorted order.  These conditions don't
exist for the NEXRAD-II data.

Later versions of the LDM don't rely on these assumptions.
