[LDM #IRP-426248]: More problems with dropping files.

Host 216.38.95.9 is running a very old version of the LDM
(6.0.14).  That version is much more likely to skip a data-product
when a downstream LDM reconnects than the latest version of
the LDM.  I'm working with Phillip Quan to see if that LDM can
be upgraded.
