Hi Pavel, 

The upperair dir was not there:

from pqact.conf:

data/pub/decoded/gempak/upperair/YYYYMMDD_upa.gem

<snip>

Is where you are directing the data, but it did not exist.

You created:

data/pub/decoded/gempak/

but stopped one short.

I have added the upperair dir and re-started the ldm, lets see if this
grants us success.
