Looks like the FDCNO KWSI 302000 header is misnamed,
the FDCNO should probably be "FDCN0". Eg, letter Oh should be zero.
If you are ingesting this stream though pqing, which canonicalizes the
product name, the FDCN00 is created because the 1 or 2 digit (ii)
number from TTAAII CCCC' is not found. The "O" is then assumed to be
part of the CCCC. In absence of a valid WMO time (which now is getting clobbered
by the KWSI string), the current system time is used.

Your pqact.conf entry that is doing the filing that matches this product
is probably getting the garbage from trying to create the time strings
for replacemnt into the \yyyy \mm \dd or \hh strings.
You should use the regular expressions in pqact to prevent malformed
headers from being written in this way. For example, if you are using
the pattern replacements \1 \2 and \3, the following will ensure that
each has a valid range:
FPCN.* .... ([0-3][0-9])([0-2][0-9])([0-6][0-9])
