[IDV #EJX-142039]: CONUS shaded relief in IDV

Here is the response I received from the USGS

This service,
http://raster.nationalmap.gov/ArcGIS/services/Elevation/USGS_EDC_Elev_NED_13/ImageServer/WMSServer,
was recently retired at USGS EROS Center, and there are no plans to replace it
with a similar raw elevation data service.  Available service endpoints from The
National Map can be found at http://viewer.nationalmap.gov/services/.

We will have to study whether the other endpoints to see if/how they can be
incorporated into the IDV. Let us know if you have any thoughts on this matter.
