[IDV #VPP-301319]: ISL Tag Manual

The most up to date documentation is in the nightly build userguide:

http://www.unidata.ucar.edu/software/idv/release/nightly/docs/userguide/isl/Summary.html

It probably doesn't have all the tags, but it's always the latest when
we update the docs.

Jeff is out this week, but I'll ask him to update the docs when he returns
if he can thing of any omissions.
