[Support #COI-760964]: averageOverTime

HI Bill,
I've just implemented in the GridUtil package:
averageOverTime, sumOverTime, minOverTime and maxOverTime

There are corresponding jython routines.

This will be in the next nightly (tonight?) build.

Any further suggestions would be appreciated.
