Hi Katie,
In the isl you can do a overlay of an image on a generated image:
http://www.unidata.ucar.edu/software/idv/docs/userguide/isl/ImagesAndMovies.html#overlay

I'm not sure about doing this with tiff but png, jpg or gif works.
