[IDV #SLG-471030]: Repeat Elevation Angles Remote Level II Radar Data

        This is VCP 212. And it is super resolution Nexrad data file.

Well, another new format, AR2V0004, believe it or not, it is new to me too. I 
just found out yesterday that this new format is coming and today it is 
actually in our distributing system IDD. I will need to make some changes to 
this new format.
