[IDV #PUO-814424]: scream.gif hard coded in GuiUtils

I like your candidate image. I've just changed GuiUtils to use a public static 
member:
GuiUtils.MISSING_IMAGE
as the missing image. By default this is:
/ucar/undiata/util/scream.gif
But mcv can change it.
