[IDV #BWW-315152]: IDV - connection to sounding servers always times out

Not sure what servers you are trying to connect to. Usually if a adde server is 
restricted
you will get a prompt for a group and project number.  It might be a firewall 
issue. See here:

Or the server might be down.
