[IDV #DSQ-377902]: navigation issue with FY2C ADDE imagery

Thanks for the pointer.  I've got a fix and it is in the attached 
local-visad.jar.
Make a backup of the existing copy and then put this one in it's place.  If you 
notice other problems with this navigation module, let me know.
