We have been unable to reproduce your problem here with 1.3b2.

Was this working with an earlier version of the IDV?
Are you displaying a plan view display or a cross section?
What happens if you load in the wind barbs, then load in a
vector display and then check the streamline box on the
Vector Display control window to draw streamlines?
