20030327: netCDF axes out of order

Okay.  The problem with the exception is that there is a bug
in the CrossSectionControl class.  The T variable does not
have a time dimension and the code was expecting that.  I
can't believe this hasn't show up sooner.  I've fixed that bug
and it will be in the next IDV release.

CF has slightly different syntax.  My comment was more for something
to think about in the future.   But we don't handle CF fully yet
now, so GDV is fine.

I'm still trying to track down why the 3D grid is messed up.
I'll get back to you when I have a solution.
