[IDD #CWR-357624]: LDM queue keeps growing

One other odd thing is that every time we run "pqcat" it causes the queue
> to grow.  On the external ldm I ran this...
> pqcat -p "UAF" -v /opt/ldm/var/queues/ldm.pq > /dev/null

That's not only odd, it's impossible! pqcat(1) opens the queue read-only!
