[IDD #HGT-957426]: No Canadian surface obs on IDD?

I would love to be able to take credit for the return of Canadian surface
obs, but the effort was all on NOAA's part.  I note that they are still
trying to recover from their College Park, MD data center problems, however -
the CONDUIT datastream content is not back to where it should be.
